Starting a Kingdom Empty

Wanted to know if there was anywhere or anyone we had to get in contact with in order to start a new kingdom? The kingdom I used to attend no longer meets up! So if anyone can help me out by directing me as to what I need to get started, I would be really grateful! Laughing
